Banner gear was only 33 light this time.
Banner 2.0 you could get 30 light gear equal to the VoG gear.
But this latest one (3.0) the gear was the same as vendors, max level you can get to with it is 31.

Or that it will have level 32 gear available since it will most likely be closer to the DLC release and Bungie won't want people to be left behind like they did for this DLC. You can learn a lot from a set precedent. IB 1, level 29 gear. IB 2, level 30 gear. IB 3, level 31 gear. See the pattern? Of course this is just speculation since no one can[i] actually[/i] predict the future. It's just an intelligent guess.

Yea, except its going to come out 2 weeks before the light level increase with house of wolves. They only put the equal gear in IB to catch up the pvp players before they increase the level cap. They did it with the first dlc too.
