Yes, someone else mentioned that. Another possibility is that ever since Bungie's lead writer left, Bungie hasn't really been developing any serious story.

They're emphasizing that they're NOT telling story. That's how they tell story.

Yeah I agree. I think when their lead write left ot basically -blam!-ed them up and they didn't have time to do a great story as planned. So what we have now is kind of a jumble, and were left with so many questions so that binge is able to go anywhere with the story, since they haven't created a solid plot yet.
