There is three big reasons why Microsoft wouldn't make this deal:
The first is that they had already sunk a fortune into Titanfall; which unfortunately while being a good game it was obviously the wrong FPS to back last year.
Second Microsoft is not happy with the Xbox property; for years now they have been contemplating selling off the entire Xbox franchise, and I am sure they don't enjoy funneling as much money into it as it requires when their software division is far more profitable and easier to manage.
Third, a great deal of Microsofts financial plans are tired directly into their Windows 8 mobile platform; which includes developing the Surface Pro line as well as their purchase of Nokia. You have to imagine that even if they have the funds to spend on getting exclusive content for Xbox games they would probably want to spend it on more than a couple weapons and some strikes, perhaps maybe something along the lines of a whole game (Tomb Raider 2.)
What you are missing is that just because they might have the money that doesn't mean that they are willing to spend it on exclusives or even deam them worth the money they would cost.
