Your rng math is wrong here's why, Xur has a 50% chance to sell voidfang and 50% chance o sell sunbreakers. But here's where it get interesting, the last four weeks Xur had a 100% chance to sell voidfang and on the other weekends when he sold sunbreakers it was a 100% chance for that.
So we can safely say that 60% of the time Xur will sell voidfang 100% of the time.
