QOS is your friend. Pick up a router that supports it. Give your Xbox a DHCP reservation to make its IP static and then prioritize network traffic to/from it. De-prioritize everything else. Considering the volume of bandwidth you take up compared to everything else they probably won't notice.
Or alternatively make yourself a m0n0wall appliance to replace your current router. Set up your own traffic pipe and reserve yourself some bandwidth.

Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
