Counts for minions as well, not just enemy champions. he's absurdly fun to me, love the flavor and the way his abilities work. Still testing different builds with him, but he may be an insta-buy for me because of how fun he is. Also seems like he has the potential to nuke anyone with a full rotation+DFG. His ult has 1.0 scaling with AP and at max level the first wall is a 99% slow, meaning you AREN'T getting away from him.
Also, for those who haven't seen, his passive decreases with the more souls he harvests. Starts close to 1 AP/defensive point per soul until it drops down to .5 at minimum. He infinitely scales, but it is a decreasing scale, unlike Veigar or Nasus. Seems a bit weak right now, but the numbers can be fiddled with I think to around a .6 and he would be fine.
If you build him non-support, leveling his E is the way to go. I originally thought it would be Q first, but his waveclear is one of the best with E and it has a much shorter CD than Q does. He also has really good mana regen, to the point where you can farm all day and never oom unless you literally spam every spell off CD.
