You max Q first. Its a better harass tool and its your main laning ability. Your skill order should be R>Q>R>E. You don't really need the CDR the seeds provide til later anyways. Once I hit 6, I alternate Q and E, because you want to upgrade the snare time on E so you can combo people down.
