Decrease striker agility, reduce time shoulder charge stays active. Fixed

The agility is trash, gunslingers minimum agility is as high as a strikers max, titan skating is the only reason titans have any speed whatsoever

Agility while running sucks. Is staying active for like 5 seconds too much? Nerf to what 2 seconds? Yeah OK.let's Nerf the easiest ability to avoid and counter.

No need for the agility nerf cuz people have different builds. Some rock all agility and armor. Some rock recovery armor. Some have balanced build. The sc time of activity does seem a bit to long though
