Why the hell would they do that? If you dont like tracking, just play inferno.

As in when your shoulder charge follows an opponent so they can't dodge

You can't dodge SC, if it follows you then you where too late. Can be hard to do, but its possible

Tracking needs nerfed for sure, but to offset that perhaps a slight armor buff during shoulder charge to offset the disadvantage that would bring
