Your post is very sensible and clean. I think the main thing is they don't want a a ranged melee to have one shot POTENTIAL.
Some would fit shoulder charge into this category, but it's far more situational and has stiffer use requirements.

It's because he actually is a good player, good players don't have a biased view of things. Scrubs that are .7kdr making dumb nerf posts don't even know how to shoot yet and try to act all mighty on forums.

Umm no. Not any more situational than throwing knifes, and no cool down so not really stiffer requirements. I'm not complaining just stating a point

How are the requirements not stiffer? Throwing knife: Wait for cooldown, push button if within range. Shoulder Charge: Run for a certain distance, hope you can close distance to opponent before the charge expires. Stiffer requirements really if you're objective about it.

Throwing knife you can only use once every minute or so. Shoulder charge you really dont have to run that far and the charge lasts a decently long time

I can throw my knife once every 25 seconds and carry 2, and keep it perpetually if I land kills. Hmmmm

3 seconds to charge up, 5 seconds before it expires. If you use it on the ground, you are sprint-locked for several seconds.

Not really. Throwing knives have at the very least a 30 some second cooldown. And that's running max strength, which most Gunslingers do not run, and it would not ohk unless you run incendiary blade, which was a much less popular option than Knife Juggler. And also required the other player to run absolute minimum armor, something the vast majority of the player base does not run. Shoulder Charge, meanwhile, only requires you to run for three seconds and will ohk everything. With Peregrine Greaves you can even ohk supers.
