To be honest make them a little slower in the super that's it. If Bungie was going to do something more extensive though they should nerf the amount of hammers you can throw. However they would also have to buff the damage to make up the difference. That way pve is almost completely unaffected by the nerf where as the super will be a little more balanced for the crucible.
