Here's what I'd say, at least for PvP.
The hammer still is a one hit kill, and has splash damage, but it's melee range. And lasts for the rest of the game, infinite charges. And your teammates get one, too. And so do the enemies. And no one has shields. And the objective changes, so now you're trying to get a bomb that spawns at B to the opposing team's goal at A or C. And whoever has the bomb gets over shields and turns gold.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
