You're missing the point. Sunbreakers don't need immediate or full regen because they can kill from range, therefore they are in far less danger.
Besides, I never said I agree with delaying the health regen, I'm just pointing out the logic behind doing it.

Lol are ideas differ i think it should only cuz i only pop mine when im in danger. It allows titans to clear a room same as blade dancer or stormcaller

Not from a sniper rifle, golden gun, nova bomb, or grenades. You're always in danger from those.
