I think you're misunderstanding the numbers. Over the lifespan of the game (however long it may be), it's going to cost hundreds of millions. Where do you think that money is going to come from? Sales, genius. Yes they have a planned budget, but those funds are still incoming over the next 9 years if all goes as planned. If I buy a house and budget my finances accordingly, I don't magically have the money to pay it off when I sign the papers. Hence the BUDGET.
