Vendor Weapons and Armor come with the DLC, and are locked behind the DLC's new level cap. So you can't get them. I understand the frustration of not being able to buy Legendary Armor without the DLC, but the old Raids still drop legendary gear, and PoE still drops Etheric Light. So you can still be a max level 34, with 170 weapons. Even without the DLC. *Edited for Grammar and clarity. Also, Variks still sells 34 armor and weapons.
