I think Vault of Glass hard mode should be the main filter. At least 10 completions. This raid should be a lot more difficult and engaging as a raid like Vault of Glass than that glorified Strike called Crota's End and the small fireteam pseudo raid to kill Skolas. Heck, Qodron at level 34 is tougher than Skolas half the time.
Vault of Glass requires so much more coordination with so many fewer cheese opportunities...if you can figure out VoG you are my type of teammate for King's Fall.

I'm pretty sure I don't have 10 VoG completions, but I've got a good few CE completions. For good reason too. Me and my guys could just never find a team to commit to VoG back in the Vanilla. We didn't have a clan, and even if we had good players on the team, we always got walled at Atheon if we even made it that far. Once TBD came out, we started making much better strides in the game, but at that point, playing VoG was still difficult because of how smoothly you needed to run it on Hard Mode and playing Normal was worthless because the weapons and the armor weren't worth the effort. Because the rewards weren't worth the trouble anymore, we just stopped wasting our time and worked on Crota.

I would still go with skolas since you don't need all 6 to beat VoG. Someone could just as easily join at the end die and get carried through to get the rewards. At least with skolas they had to stay alive enough to pass the essence and in theory get the mines. Now if there was a way to tell that the person at least was a sword bearer and relic holder at some point that would help but since there isn't I think Skolas is the best judge for now.
