That gun is basically the same kind of crutch isn't it?

Nah it's Perks are totally luck. The only thing wrong is sometimes the lucky bullets stack and two shot people which they are fixing. It still takes some skill to use. You will get out gunned by thorn or last word if you are going up against someone the same skill level and you don't get those lucky bullets.

Don't worry. Out of the 3 exotic hand cannons it will be the only one not getting destroyed by the nerf so it will still be usable!
