What? So you report a person for a bad internet connection? That's beyond stupid.
Bungie should put this condition in the front of their next Destiny release and see what it does for sales.
And I don't trust the red bar icons, most of the time I still think it's Bungie's inadequate servers and connections causing poor overall connections.
Blame the player has been the go to option since day one.

The reason I agree with doing it is Bungie gives us the specific option, you don't have to report for cheating but select bad connection; if it negatively impacts the game we have that option

Also I've noticed whoever is leading the game their bar goes red sporadically.

Crucible is p2p connection, not server.

It is P2P but all sourced from Server. Why else do you think the whole thing crashes at weekends.
