Its not a matter of not being able to afford broadband. Its usually a matter of the type of broadband that is available in your service area. Most gaming traffic requires very low bandwidth to begin with, on the order of kbps, where as most services have base packages starting in the mbps for download speeds. These games are designed to be tolerant of some packet loss, but the most contributing factor to "red barring" is latency or the round trip time of a packet between you and the peer hosting the game. This latency is affected by many things related to the network (your ISP) and a lot of those can not be affected by the end user, not even buying a higher tier broadband package would help. Lots of times the only thing that will help is physically relocating your house to an area where there telcos have decided to build out and drop fiber optic lines directly to the house.
