Yes. Any majors are immediately oneshotted. No exceptions.

Ok. Sounds a bit op. Maybe only on precision damage?

I disagree to be honest. Only on majors. It's impact would be very weak. So in crucible, and against any other enemy, weakest gun to use against, not to mention ammo is pretty small.
