Yes but if they already don't care why would they start? If they don't already rely solely on the Gjallarhorn then they wouldn't just start.....Though I do see the possibility.

They might not rely on it now, due to having the one or two that can do enough damage for crota, but after the nerf, they might not be able to fill in for the missing Gjallarhorns due to the decreased damage
