I think it's important to note that average pvp players, need to understand the game a bit better in order to deal with weapons like these.
I'm not a great player and I get caught out by Thorn and Hawkmoon etc and I'm a Thorn lover!
But I learn. I learn to realise what I've been hit by, where to run on certain maps to avoid it etc.
You can deal with Thorn users. You can deal with all types of users, you just need to be fairly decent and a bit cleverer than your opponent.
A Hawkmoon can take you down with 2 body shots. That's just how it is. A thorn is 3 to confirm the kill or 2 possibly with the poison added on.
But then you have final round on snipers. It's on other weapons too.
I just reformed a Her Mercy hand cannon with final round, luck in the chamber and braced frame. The magazine size is now 8. Same impact as thorn and the stability is WAY up. So now I have a 6 bullets that do the same damage as thorn but 2 bullets out of 8 do extra damage. It's worked beautifully for me, but will people now see Her Mercy as being OP?
All I am saying is that weapons have been made a certain way for a reason and it's down to players to know how to combat it. Same with classes. How do you combat a bubble? Or a bladedancer etc? We know now.
It takes up an exotic slot, but if you know how to use it, it's effective and if you know how to play against it, it's fine.
