Those examples are hard-core nerfs. Basically you mean that they shouldnt completely ruin the gun (which Bungie does too often. Friekin' Zealots) and I happen to agree. Nerfs wouldnt have such a bad rap if Bungie hadnt made us terrified of them by doing them to the extreme. Now everyone is afraid that they'll make their weapons useless and they shouldnt have to be. If the damn developers used some moderation, it wouldnt be that bad.
