Although I like using Legendaries much better than Exotics, exotics are called exotic for a reason. They are supposed to be OP. Maybe not as terrifying as 2 shot kill Damage Over Time, but just better than a normal Legendary.

in a PVE setting i can definitely agree with this as the perks help defeat higher leveled enemies faster but i cannot see any fair purpose as to why they are needed in crucible.
