They are unbiased because they are done with math. It's not like you can round the numbers however you feel like.
You get the rate of fire and damage from simple field tests and then you calculate the rest. Aim assist is from data mining.

Hmm imagine that... A list of weapon stats that are inaccurate because they don't take in to account the biggest factor of shooting them.

Well I don't see many weapons that would miss because of spread or uncontrollable recoil. Some autos maybe but that's about it.
