Because its not that OP in the bigger picture It is highly annoying to the one getting shot, But other weapons will win a match just as fast if not faster When the HC bounty is up, I'll use Thorn However my overall score goes down It makes individual HC kills more assured, but I'm getting fewer kills overall Additionally, asking for nerfs is a slippery slope, in the right context many other weapons can also seem OP But nerfing them all will make a boring game
