Light levels is the same as gear score. Standard end game procedure in all current online multiplayer games.

    I really am not sure what games you play but in multiplayer end game there is a max lvl. Ffxiv is 50. Ffxi was 99 after abby. Dc universe was 30. Wow is 99 now I think. Destiny, its 20. After you reach max lvl, there is no more level gain. Its all gear based. To determine qualifications for raids, this is what gear score is for. Now this may not be an MMO but its multiplayer endgame with new endgame being added every quarter or so. I have never played an MMO that released a new raid and a ton of new levels along with it. That was always accompanied by an expansion that is usually 1.5 years after launch. These may be "expansions" but we all know its just dlc.
