I think a lot of the problem seems to be the FPS crowd vs the MMORPG crowd. The MMO crowd gets it. Look at any decent MMO. I'll use wow as an example. Can everyone, casual or not, attain max level? yes. Everyone can hit 90 or whatever the current cap is. Everyone can unlock all of their abilities and play story quests to their heart's content. Now look at their endgame content. Can everyone do them? No. Why? Gear. If you're gear score isn't high enough, sorry, you won't be able to help in a raid.
Destiny has its own gear score. It's called light level. Technically anyone who hits 20 is max level. The only reason ( I think) light level was implemented the way it was, was to make it a tad easier to know if other players can help with a raid or other content. Now I'll say that Destiny overall doesn't have enough content, so with all the Dlc only really adding end game material, I understand the frustration, but the answer isn't to hand gear out to people.
