True. I would need 3 Etheric Light just for my armor. Then; if I were to only upgrade the Legendary weapons that I use very frequently, I would still need another five (5) Etheric Light for those weapons. That's eight already, and that's one character. There's no way I could sink in the time/days in order to get 2-3 character maxed out, but in order to get one character maxed in a relatively decent amount of time, I [i]have to[/i] run 2-3 characters to try to get enough Etheric Light. This is the very serious design flaw in this DLC.
