So 2 guaranteed per week per character. Most people don't like or play pvp.

Well then that's their issue, they can get 6 a week regardless. People who put in more effort get more rewards.

Free time does not equate to effort.

Playing PvP is not "putting in more effort". There's a reason the PvP play in HoW is only 17% of those who purchased the dlc.

It is. People put more effort into playing trials to get the EL then the just pve players.
