That's how it was sold to us. Also in the reveal, DeeJ was in there with 25 Etheric Light that he was "gifted" with to show us how the upgrades would work, but he and the Developer with him then sells the upgrades as if Etheric Light were going to be so common that Guardians would be tripping over the stuff.
Neither scenario is even remotely as they described them to be...
