If you wanna look at things from the lore angle, I'd wager they are both even. Destiny has space magic to even the odds and cover for their weapons not being as outrageous. The serious weakness here, for now, is a lack of space options for combat and semi predictable skill sets
Borderlands on the other hand has solid supers, some of which are not so super or special. Weapons though are beyond outrageous and incredibly varied and the Vault Hunters have a very wide number options of how to carry out their business due their many equipment options and skill sets being so varied. The main weakness here is lack of numbers with their only being a few Vault Hunters worthy of the title (11 at the time of this post). NewU stations don't mean much at all here as it wouldn't change the fact that they are still seriously outnumbered.
Both sides really don't have enough to put them over the other at this time, especially with Destiny's lore still being lacking in several areas needed to expand this line of discussion.
