If your referring to the "higher" damage number in borderlands, that means nothing. It would mean something if you could show me evidence that the damage numbers are on the same scale. Meaning prove to me that a 300 damage weapon is the same as a 300 damage weapon in borderlands. You can't do it. So no, borderlands enemies/universe isn't infinitely more powerful (even if the numbers where on the same scale, it is still a measurable difference. Infinite means unmeasurable). This is solely a speculative, hypothetical situation. Guardians are more educated then vault hunters, they actually have ships, they can float, albeit not forever, they don't fight hicks. Your basically trying to argue that a 5.56 round fired from two different guns will do two completely different amounts of damage even if the barrels are the same length (akin to a m4 and an m416 doing different amounts of damage even thought they both fire the exact same bullet). It really doesn't matter what "stats" they put into a game because they will all still react to the same forces once subjected to the same exact physics. (Which is something else you didn't take into account when arguing damage states, are the physics of the two games the exact same?)
