I had a similar idea for an exotic. It pays tribute the BR Old Legacy Pulse Rifle gets hip fire and it zooms in the same way that it did in halo 3. the exotic perk would get hip fire shots do bonus precision damage and kills grant a 5 second agility jump. (tribute to spartans super high jump)
