The reason the Online updates are free is because all we get is new vehicles, weapons, and missions; nothing really big. It's also because they have micro transactions that helps pay for the "free" content. The closest we've gotten to TDB content in GTA are the Heists, and beyond the cutscenes it's debatable if they did more work than past updates.
