I'm only responding to the IB bit, he can get vendor gear without the dlc. I have friends without it sitting at 32 because of banner gear. And in the IB there is a 4 light range of no advantage/disadvantage. So being light 30 means he will be at the same fielding as a 32.

If you're 30 in IB you'll do less damage and have less HP. Not much though. But a Shouldercharge against a lvl32 won't kill him.

Light level isn't what's coming in to play its gear. A 331gun will hit harder on a level 30 because his defense is lower than the 32 not because of level advantage. Level advantage doesn't come into play until there is a 4 level difference.

But a lvl30 does less damage than a lvl31 or 32 against a lvl32. You can clearly see it when you try to melee someone. A lvl30 needs at least 3 instead of 2 melee hits to kill a 32. And that has nothing to do with gear.

It has everything to do with gear. A level 32 has higher defense because of their gear. Defense increases your health and helps mitigate all damage types. Strength is also a factor, and so is armor and perks for that matter. My point is not that you are wrong, it is that you are right for the wrong reason. :) I'm just trying to clarify the mechanisms at play.

Now put on lvl30 gear and melee the same 32 guy. You'll need three hits. It has nothing to do with his gear since it hasn't changed a bit. It's your melee power that's lowered because you are at a lower level. I don't know what you mean exactly, since the mechanics aren't officially described by any means as far as I know.
