Got it, not a one hit on hard. It's a one hit on normal only.

It is not a one hit on hard. Only on normal.

I believe oracles gain HP the longer they're up (to a certain point) so you can one hit if they've literally just spawned - like charging before they're there so it hits right when they appear.

At times yes it 1 hits oracles even on hard. I'm sitting on almost 90 VOG completions so I think that gives me some credence here..

I am sitting at precisely 92 clears. As far as I know the only time it will "1 hit" is when it's already damaged. It doesn't even 1 hit normal oracles 100% of the time. It even takes 2 golden gun shots per oracle on hard, it's not going to take 1 shot from the foil.
