Would this carry over to the next clip? Just wondering because this would be way to overpowered. Maybe give it 7 rounds in a clip and limit the stack to one clip and then give it a fast reload when the magazine is empty. When you start the next clip, you have to restack. If you to be a villain, I'd add crowd control as well.

No and give it a low ammo count and bad range

So you want a low ammo count but in exchange for high starting damage. It could become monstrous in pve and overkill at close range in pvp.

Only headshot 1 shot kill pvp that's not that easy

It wouldn't be easy but it would reward you if you can get those kills.
