Hell, even the new protgaonists designs seem to reflect the whole tropical theme.

In general I question the sanity of any gang who is so unwilling to bend from their thematic archetype in order to counter a hated foe. Honestly if I were Team Magma I'd force all my underlings to carry grass type pokemon to screw with the trainers who deck out their team with Water types in an attempt to sweep our entire organization.
