Companion App - Commercial Use

The terms of use for the Bungie.net API specify that prior written permission is required to publish an app classified as for commercial use. What is the process for requesting this written consent? Thank you.

I sent a letter to Bungie on September 25, and still have no response. Does anyone know what the process is for requesting permission? Thank you.
