The Dreg's promise is a Y1 (HoW) Sidearm, and the only Exotic sidearm released as of now. It has a burst fire in threes like pulse rifles and had a unique reload up until Zhaulos Bane.
It is visually identical to a Dreg's Shock Pistol , and keeps its arc damage and travel time.
It is generally regarded as a bad exotic, not worthy of its exotic title and easily beaten by the other two Elder Cypher weapons, Queenbreaker's Bow and Lord of Wolves. Although I'm the right hands it can still do work.
Lore wise this is one of the most interesting weapons in the game.

What intrigues me about this weapon is not the up front, but what is missing. The other two Elder Cypher weapons state where they come from; The Bow from a Queenbreaker Vandal and Lord of Wolves from a Captin, modified by a Crow. The Dreg's Promise, however, does not.
I believe Bungie's reasoning for this was to make you think about where it came from. A Dreg. Not a noteable Dreg but just a no name piece of cannon fodder. It is reminiscent of the Marvel story because, the "Star Catcher" can come from any Dreg.
