You can only ever do 100% damage to an enemy based on the base damage and impact on your gun, that means if you're lvl 30 you hit lvl 30 enemy's with 100% damage once you're 31 you still only do that same amount of damage. So yes, you do, the only difference being that as a 32 you are considerably harder to kill.
