Level cap and skill don't mean anything.
Crota handed out that gear like candy on Halloween.

Cheese or no cheese you got the raid gear way quicker than in the vog. And the level of team work required to complete Crota is pretty damn low. One person can carry most sections. Op was talking about people who reached level cap in Crota being good at vog mechanics - which I don't think necessarily follows. No biggy.
