Well, my reason is this: - There are a lot of cool sniper and fusion legendary rifles, not the same for shotgun - There are few very cool exotic shotguns, but exotic slot is better used for primaries and heavys for the reason above But shotguns are already awesome against big life enemies, after the patch and 100% plus damage I think they'll be by far the most OP weapon in PvE
