Because when majors bitch slap you they break every bone in your body while your shotgun showers them in exfoliating pellets. Melee on high level Destiny enemies is far too strong and exposing yourself to that danger by using a shotgun is generally not worth it as shotguns don't deal enough damage to warrant the risk.
