I'm over 30 on my Hunter and around 15-20 on my titan.. I have only ever pulled bitter steel shader and that was on my Hunter. DO won't even give me decent weapons. I have never pulled the hand cannon yet and it seems like the only weapon it does give is unwilling soul and final rest.
