Because it seems that rather than having weapons designers actually talk to a real life gunsmith, watch an actual video of the weapon in use or, you know, go out to a gun range and fire one, they listen to specific complaints of those PvP gamers who cannot fathom/accept that a shotgun is lethal out to a range that they find unacceptable.
A 12 gauge shotgun with a cylinder bore (no choke) 18" barrel; firing a 2.75" shell with 9 hardened 00 buckshot balls (each equivalent to a .380 bullet) can be effective (depending on the target of course) out to 20 yards (60'); at that distance, the spread is only approx. 12" in diameter. This means only 6" above, below, and to the left and right of, your original aim point. Firing at say, 25'-30' means you can do serious damage to an effing bear.
Being told that a shotgun (in Destiny) is only viable out to lunge melee range (+/- 5') is beyond ludicrous.... even if it is Bungie's game.
All that being said, I still love my shotguns and do use them in PvE.
Also; to be fair to Bungie, they aren't the only video game company I have issues with when it comes to the way shotguns are handled.
