Large video game corporations can have multiple teams concurrently developing different items.
Just because a team was developing the expansion packs at the same time a team was dealing with the release content, doesn't mean content was cut from the release.
Square Enix was notorious for doing this. For a long period of their history, they were always developing two separate final fantasy games. When they were working on FF5, they were also developing FF6. When FF5 shipped, they were working on FF6 and FF7. When FF6 shipped, they were working on FF7 and FF8. Etc.
No one bought FF6 and complained that they didn't get FF5 for free at the same time.
BBBBBUUUUUUTTTT JP, THEY INCLUDED STUFFZ ON THE RELEASE DISCZ!
So what? That could have been done for efficiency sake. To save on download times.
This is the way corporations work. You have multiple teams, sometimes working on different things. Sometimes those teams share resources for efficiency sake.
