I now have two Badgers that I haven't leveled up yet because I also got VoC around the same time as the first one.
The first one I got rolled with Final Round and Third Eye.
The one I just got from nightfall has Firefly and Outlaw.
Which one would you guys recommend focusing on leveling up?

Both. Use Firefly/Outlaw for PvE and Third Eye/Final Round for PvP.

I'm leveling the one with outlaw, firefly and explosive rounds.. It's a beast.. But no elemental damage puts it further down on the stack.
