The problem with that is how would Bungie sell their DLC if everyone can get 32 without stepping foot in Crota's End?

You can make old gear relevant without making new raids/content irrelevant. One example would be to provide an upgrade path for old gear that required materials from the latest raid.

Tell me if you like the new exotic weapons, because so far I've only heard bad things about them, plus the raid is the only thing really worthwhile in the DLC save for the no fun hard mode

A lot of VoG weapons are better then CE weapons. The exotics eh they're okay it's really up to you
